Most education reform in Kenya arrives as a policy paper and a budget line. The change a senior official has ordered in the country’s technical colleges arrives instead as a wardrobe swap. Out go the academic gowns at graduation; in come work overalls. The gesture is small, deliberate and pointed, and it says more about the intended direction of Kenya’s technical training than another strategy document would.
The directive came from Principal Secretary Dr Esther Muoria, who instructed technical and vocational education and training institutions to retire graduation gowns in favour of overalls, to have new buildings constructed by their own staff and students, and to install solar panels to cut utility costs. As reported by The Star, the instruction reframes what a technical college is for: not a junior university, but a workshop that happens to award certificates.
The Gown Problem: Borrowed Prestige
For decades, Kenya’s TVET sector has laboured under a status problem. Parents and students treated technical colleges as the fallback for those who missed a university place, and the colleges, in turn, borrowed the rituals of the university — the gown, the cap, the procession — to claim a prestige that was never theirs to imitate. The gown is the symbol of that borrowed identity. Replacing it with an overall is a refusal to compete with universities on their terms and an insistence that a welder, a fitter or an electrician graduates into a trade, not a costume.
A college that dresses like a workshop is harder to mistake for a waiting room.
Learning by Building: The Campus as Curriculum
The order that staff and students construct their own buildings is the more substantive reform hiding behind the symbolic one. A masonry, plumbing or carpentry programme that erects a real dormitory or workshop turns the campus itself into a live project, with the syllabus measured against a wall that has to stand. It compresses the distance between the classroom and the building site that every Kenyan employer complains about, and it does so while reducing the capital cost of expansion. The risk is real — student-built infrastructure must still meet the standards the National Construction Authority enforces — but the principle is sound: competence is proven by what is built, not by what is recited.

Solar Panels and the Economics of Self-Reliance
The instruction to install solar panels reads as housekeeping, but it carries the same logic. Electricity is a heavy recurring cost for institutions running workshops, machines and boarding facilities, and every shilling spent on a utility bill is a shilling not spent on tools or instructors. On-site solar lowers that drain while giving electrical and renewable-energy trainees a working installation to learn on. It is the reform in miniature: solve a real operational problem and let the solution double as a classroom.
Self-reliance is cheaper to teach when the institution practises it.
Why This Matters Beyond One Ministry
Kenya, like much of the East African Community, has a young population and a persistent gap between what schools produce and what employers need. The country’s manufacturers and contractors routinely cite a shortage of work-ready technicians as a brake on growth. A TVET system that dresses, builds and powers itself like the industries it serves is a direct response to that gap, and the symbolism is doing deliberate work: it tells a sixteen-year-old that the overall is not a consolation prize. Whether the directive endures will depend on funding, safety oversight and follow-through far beyond a graduation dress code. The signal, for now, is unambiguous.
Kenya is asking its technical colleges to stop dressing for the job they wish they had and start dressing for the one they do.
